using overlays

Can you use overlays with this program? If so, how can you do it. I know you can with Photoshop.

you can basically make any paper an overlay by putting it on top of the layout and messing with the opacity / contrast / etc.

Yes I buy overlays all the time you just drag them to max and re size by catching the corner and dragging. most of the time it will be the size you are working is you put it in as a embellishment.
