Two papers on one page?

Is it possible to have two big papers on the same page? For example, can I have a black background with a red paper strip down the side? If I bring that red piece in as a paper scrap I can't stretch it without distorting the image. I'm trying to use pieces that I have downloaded. They are 3600x3600 so they should be large enough to fit the side of the paper without distortion. Am I doing something wrong?

Right click on the paper you want to make into a strip, at the bottom there should be a option that says "Keep aspect" uncheck that and you should be able to resize it.
