Border around photo's

Hi,
I was just wondering if there is any way you can put a lined (Like one colour) border around a photo's edge? (See attachment if you don't understand what i'm trying to say )

A quick cheat is to create a color swatch (like the ones attached...), place it behind the photo and scale just slightly larger.

These swatches are 400 x 400 and can be scaled to any size, Just right-click and "Save File As".
