publishing to CD -gone wrong!

I was trying to get my scrapbook onto a cd. I thought the simplest way would be publish to photo cd.
It took an hour and gave me all the right messages: 'preparing data, completing job, ejecting cd', so I thought it would be ok, BUT the cd is empty-nothing on it at all. have tried it in computer and dvd - nothing there!
What did I do wrong? I used a Verbatim hi speed CB-RW 8x - 12x 700mb if that means anything!

What happens if you try to burn to a CD-R (not a CD-RW)?
