How about a tutorial on making these splotche's Kaye?

Donna, I just got on Photoshop elements and scribbled with paint brushes lol

Basically use the layers tool and try out different brushes and each time you are happy with one get onto another layer and try more until you are happy with the end result. You can use the eraser too to rub a little out here and there.
