createing papers designs????

In what format do you create and SAVE papers or fabric in?????????
I have tried gif,png.jpg bmp and nothing seems to work correctly.When I need to use the finished fabric or paper I can ONLY stretch it to fit the whole layout page and NOT just a narrow strip like I want to.Other papers and fabrics allow you to stretch it accross the LO in a narrow line if you want.Mine won't.
Any suggestions on correcting this would be greatly appreciated.

Try adding your paper to the layout as a "paper scrap", you have different resizing capabilities doing it that way I actually do this quite often , for example if I want to make a coordinated ribbon from my background paper, just open it as a "paper scrap" and resize it into a long narrow ribbon shape and voila'....an easy matching ribbon....LOL!
