What to buy?

Hey everyone. Hope everyone is well. I was just looking for some advice. I am really looking into making my own wallpapers and embellishments, i cant draw too well, but would like to know what programme i can buy in order to start making my own things. Scrapbook max is the only thing i use at the moment, never used any other programmes. Hope someone can point me in the right direction.
