It does work but when I click to add a page the template window shows up but no templates to pick?
I did get a new PC about 6 months ago. We did install the CD. DO you think I missed something or it doesn't work with 7? Before I had xp.

I believe you installed the program but not the content. There are 2 separate links on the disk.

Scrapbook MAX! 1.0 was released a long time before Windows 7, so it may or may not work with it (we can't guarantee that it will be compatible as it was developed before Windows 7 was released).
Have you considered upgrading to Scrapbook MAX! 2.0, which is compatible with Windows 7? It has tons of new features, tools and performance improvements. There's a free trial available here that you can check out if you wish:
